Preparation for the Second Eurasian Women's Forum

On the 31st January 2017 the Federation Council held a regular meeting of the working group (Committee) of the Eurasian Women's Forum with the participation of Galina Karelova, Deputy Chairperson of the Federation Council. There were several issues on the agenda, including analysis of achievements, prospects and challenges of the Committee for the current year in preparation for the second forum to be held in 2018.

The meeting began by thanking the working group members who participated in the preparation of the report The Role of Russian Women at the Present Stage which was presented to the President of the Russian Federation Vladimir Putin and was put into basis of the project of national strategy of actions in interests of women in 2017-2022. Deputy Chairperson of the Federation Council pointed out that the strategy should become the basic document defining the state policy concerning women. 


The Senator also announced the creation of nine discussion forums, which are another focus of the work of the Committee and the basis for interaction between women leaders and women's organizations. In particular, she noted the Women in Industry, Women in Agriculture, Prevention of Breast Cancer, Women in Entrepreneurship, Women in Sport: Playing by the Same Rules and Charity Infinity. In addition, it was said about possibility of realisation of new projects, such as meetings with women scientists. 


Galina Karelova noticed that in 2017 the project managers in their sphere of activities in preparation of the Second Eurasian Women's Forum should focus also on the interaction with foreign colleagues, on international cooperation, a strong impulse to which was given by the First Forum held a year and a half ago in St. Petersburg. According to the Vice-Speaker of the Federation Council, the ideas and program of the meeting attracted great interest both in Russia and abroad. In a number of countries there were events dedicated to women's agenda, the main purpose of which was largely presented on the forum in the Northern Capital of Russia. As the Senator noted, at the sites of the APEC summit, Global Women's Parliamentary Forum, the Inter-Parliamentary Union, Parliamentary Assembly of the Black Sea Economic Cooperation, World Association of Rural Women, BRICS and other events there were active discussions of the agenda of the Eurasian Women's Forum. In particular, the Jaipur Declaration adopted in India in August 2016 at the Forum of Women Parliamentarians of the BRICS is in many ways similar to outcome document of the First Eurasian Women's Forum. 


Galina said that over the past year and a half they managed to gain a large number of supporters among women parliamentarians around the world and public figures due to topics that were highlighted during the forum. The result is an asset which helps in preparations for the Second Eurasian Women's Forum.

After the welcoming speech of Vice-speaker of the Federation Council some participants of the working group said their speeches. Nadezhda Boltenko, a member of the Federation Council of the Novosibirsk region, told about the results of the 25th session of the Asia-Pacific Parliamentary Forum, where there was a question about promoting gender equality to empower women and girls to participate in the political, economic and social activities. As it turned out after the event, despite the fact that the session of the APPF is held annually, there never was a meeting of women parliamentarians in the framework of the forum. The necessity of organizing such annual meetings, policy development for the advancement of women, providing them opportunities to participate fully in political and economic life of the country and other measures aimed at achieving gender equality were included in the resolution of the forum for the first time in 25 years.

Gulnaz Kadyrova, Deputy Minister of industry and trade of the Russian Federation, told the Committee not only about the already done work, but also about events scheduled for 2017. This includes meeting women's Council on The Establishment and Operation of the System of Labor Protection, Application of Modern Means of Protection to Ensure the Safety of Personnel in Industrial Organizations. It is planned to raise questions about the safety in production, to discuss the best practices to apply innovative personal protective equipment, as well as any existing system of labor protection at industrial enterprises. In addition, in the framework of the Moscow international salon of education a round table on the theme of using innovative technologies to ensure accessibility of study to the wider population will be held. The participants will discuss the problems of inclusive education, the issues of technical equipment of educational institutions will attend workshops aimed at training staff to work with special equipment. Gulnaz Mansurovna also spoke about the planning of the annual exhibition "World of childhood", which aims to show the achievements and capabilities of the domestic industry of children's goods and to develop effective ways of development of the industry. And at the end of 2017 on the site of the Russian health care week will be held a public meeting of women on the development of the domestic medical industry.

Nadiya Cherkasova, head of the Committee for the development of women's entrepreneurship nationwide organization Backbone of Russia, has shared the results of the October meeting with Chairperson of the Federation Council Valentina Matviyenko, where she presented a project focused on ensuring women's access to four areas: information, education, finance and markets. In November there already was the first meeting of the working group participants of which outlined the plan of events for 2017. During the existence of the project there were many meetings where female subjects in three areas: expert work, communication of women entrepreneurs and international activities were presented. 


Marina Volynkina, rector of the Institute of Humanitarian Education and Information Technologies, gave a report on the activities of the Internet portal Eurasian Women's Community, which began operations in September 2016 and has already 2350 women's organizations in the registry. Many registered NCOs have already begun to interact with the portal, publish their news on the website. During the December four new sections were created: Senators' news, Women and Business, Women and Science and Women and Philanthropy, that regularly publishes relevant news on a given topic. Data on portal are posted in the major social networks and breaking news are translated into English every second day that allows to broadcast the agenda of the Eurasian Women's Community at the international level. 

Alexey Vovchenko, Deputy Minister of labour and social protection of the Russian Federation, told in details about the project of the National strategy of actions in favour of women. Today it is fully prepared, agreed with the 12 bodies of Federal Executive power, a huge number of public organizations and Executive  bodies of the of the Russian Federation. The final decision about the Strategy and its approval is scheduled for March 8, 2017. 


The conclusion was made by Zinaida Dragunkina, Chairperson of the Federation Council Committee for science, education and culture. She noted that 2018 will be highlighted not only by another Eurasian Women's Forum, but also by completion of the National strategy of actions in interests of children, preparation to which lasted five years. Also the implementation of the program The Decade of Childhood will begin that may also be discussed in the frameworks of the forum. 

According to Galina Karelova, 2017 will be one of the important stages in the development of the international women's agenda, and next week will be devoted to finalizing and optimizing the plan of project activities of the working group and the preparation to the next Eurasian Women's Forum.
