VALENTINA MATVIENKO: REGIONAL BRANDS ARE REGION’S WEALTH

On December 19, Valentina Matvienko, Chairperson of the Federation Council, hosted a Council meeting on issue of intellectual property. The topic of the meeting was Regional Brands as the Most Important Instrument of Social-Economic Development of RF Subjects. 

Every region of our big country is one of a kind, steeped in traditions and history, and has its own trademarks, many of which are famous on international market. Tula honey-cakes, Orenburg downy scarfs, Khokhloma on Nizhny Novgorod. These brands have become ‘faces’ of their regions. There are 165 Protected Designations of Origin in Russia now.

Valentina Matvienko noted that we must promote and support local brands. Thus, a modern legal framework in the sphere of legal availability of Protected Designations of Origin has already been formed in our country. We must mention that there is a growth of interest to registration of regional brands. The Chairperson said that the number of request forms increased by 40% this year. It is very important because regions gain an opportunity to stimulate their economic development. “As experts say, it may give regions 500 billion RUB minimum in the next eight years”, said the speaker. 

The Chairperson of the Federation Council reminded that the Council recommended subjects of the RF work out a system of measures for promoting territorial brands a couple of years ago. Nowadays it is important to decide which innovations are needed in legislative sphere for effective promotion of territorial brands. Valentina suggested filling up the description of objects of legal protection. The Federal Agency for Intellectual Property, Patents and Trademarks supported the idea of vesting local power structures with authorities of determination special qualities of the goods.

According to the speaker, we need to introduce a concept of Protected Designation of Origin as independent intellectual property asset. According to international standards, there are less strict requirements for such production. For example, stock materials may come from other regions. Making of such amendments requires correction of Civil Code of Russia but we already have a ready bill. 

Valentina Matvienko is sure that support and development of regional brands must become an important part of work of the RF authorities. “This support must also be carried out in the framework of programmes of economic and social development of the regions. The federal authorities must effectively promote territorial trademarks. Only together we will achieve the goals”, thinks the Chairperson of the Federation Council.
