The social sphere attracts more and more innovations every day. This was said by Valentina Matvienko, Chairperson of the Federation Council on the opening of the Second Forum of Social Innovation of Regions which was held in Krasnogorsk on the 9th and 10th of June. The organizers of the event were the Federation Council, the Ministry of Economic Development, the Ministry of Labor, the Government of the Moscow Region and the Agency for Strategic Initiatives.


This year, the Forum presents all 85 subjects of the Russian Federation. Within the framework of the event there were four discussion platforms. The first one is dedicated to the role of innovations in better social services. The second platform is about NCO participation in social sphere and their contribution to non-profit organizations. The third discussion platform concerns the role of business in social development of regions. The last platform is about social administration and management.


“After these two years between our forums the social sphere has fundamentally changed. New challenges, new technologies, first of all information, and an increased level of demands from the citizens themselves contributed to this very much. However, the common goal of all reforms has remained the same. That is increasing the accessibility and quality of social services in the field of education and development in each constituent entity of the Russian Federation”, said Valentina Matvienko.


She commented on the development of the social infrastructure. It includes construction, reconstruction, technical re-equipment, training and retraining of personnel in all branches of the social sphere and a host of other things. The project approach is actively being mastered, social management is gaining popularity, intersectoral and interdepartmental interaction is developing. The social sphere becomes a powerful and demanding customer for the economic sectors. All this contributes to social development of the Russian Federation.


A special place for social innovation is in medicine and healthcare. In the regions there are more and more objects as oncological, cardiological centers, children's quantoriums, gerontological boarding houses and etc. Also the availability of high-tech medical assistance is growing. For example, telemedicine and sanitary aviation are actively being developed.


The main resource for the development of the social sphere are now socially-oriented non-profit organizations. Valentina Matvienko said that after the previous forum many things were made to involve such organizations in social sphere. But now the main issue is legislative framework supporting social services and organizations involved.


Another important thing for the development of the social sphere is public-private and municipal-private partnership. The basis for partnership is opportunity of federal co-financing of regional public-private projects as well as opportunity to conclude agreements with numerous business partners at the same time.


According to Valentina Matvienko, it is important to achieve the opportunity of citizens to live with dignity, without any discomfort due to the difference in the quality of education, the availability of social services, especially in the section of medical care. Chairperson of the Federation Council is confident that a full-fledged movement towards the country's social and economic growth is possible only with a clear union of the state, business, civil society structures and citizens.

President of the Russian Federation Vladimir Putin and Chairman of the Government of the Russian Federation Dmitry Medvedev sent greetings to the forum participants. Olga Golodets, Deputy Prime Minister of the Russian Federation, Andrei Vorobyov, Governor of the Moscow Region, Maxim Topilin, Minister of Labor and Social Protection, Veronika Skvortsova, Minister of Health, Olga Vasilieva, Minister of Education and Science, and other people attended forum and shared their experience.

The Second Forum of Social Innovations of the Regions is the largest and authoritative discussion and presentation platform devoted to social issues.
